On September 22, 2009, the EPA issued
the Final Mandatory Reporting Rule for Greenhouse Gases (GHGs). “Under
the Mandatory Reporting of Greenhouse Gases (GHGs) rule, owners or operators
of facilities that contain a manure management system……..that emits at least
25,000 metric tons or more of GHGs (methane [CH4] and nitrous oxide [N2O]) per
year (expressed as carbon dioxide equivalent) must report emissions from
manure management systems. Owners or operators are required to collect
emission data; calculate GHG emissions; and follow the specified procedures
for quality assurance, missing data, recordkeeping, and reporting.
Facilities that emit 25,000 metric or more of Co2 equivalent per year
will be required to report GHG emissions data to EPA annually.” Based on
their 25,000 metric ton Co2 equivalent, this would translate, roughly, to
operations with 3,200 animals or more. Reporting is to begin Jan 1, 2010.

NMPF and USDEC Laud USDA
Decision To Re-Open the Dairy Export Incentive Program
NMPF and the U.S. Dairy Export Council (USDEC) praised
the U.S. Department of Agriculture for the May 22, 2009 announcement
opening the full allocations under the Dairy Export Incentive Program
(DEIP) for the July 2008 - June 2009 year. On behalf of America’s
dairy industry, NMPF and USDEC expressed deep appreciation to
Secretary Vilsack for his dedication to supporting dairy producers at
this time of dire economic difficulties.

SECRETARY VILSACK ANNOUNCES CHEESE PURCHASE OF $60 MILLION TO ASSIST
STRUGGLING DAIRY PRODUCERS, AID NATION'S
FOOD BANKS
WASHINGTON,
Dec.18, 2009 - Agriculture Secretary Tom Vilsack today announced that
approximately $60 million in cheese and cheese products will be purchased
by the Commodity Credit Corporation (CCC)
for use in domestic feeding programs through USDA's Food and Nutrition
Service. USDA is expediting this cheese purchase to help provide
much-needed support for low-income families struggling to put nutritious
food on their tables, and to deliver timely assistance to dairy farmers
who have been challenged by high feed costs and low dairy prices.

Disaster Relief Available
for Farmers and Ranchers
(Spokane, WA), Dec. 1, 2009 - The
U.S. Department of Agriculture designated six counties in Washington as
primary natural disaster areas due to drought. Counties include Chelan,
Douglas, Ferry, Grant, Lincoln, and
Okanogan. The designation
triggers availability of low-interest loans and the Supplemental Revenue
Assistance Payment Program (SURE) for farmers and ranchers. Agricultural
producers in the six primary counties, or contiguous counties, may be
eligible for financial relief according to Rod Hamilton, Farm Service Agency
Program Chief in Spokane.

Washington Dairy Producers have Additional Risk Management
Choices
WASHINGTON, June 1, 2009 ---- The U.S. Department of
Agriculture’s Risk Management Agency (RMA) recently announced the Federal
Crop Insurance Corporation’s (FCIC) Board of Directors approved expansion
and revisions to the Livestock Gross Margin Dairy Cattle (LGM-Dairy) plans
of insurance. The changes were requested by Iowa Agricultural Insurance
Innovations, Inc. the owners of the LGM plan of insurance.

Dear WSDA customers and staff:
Today Gov. Chris Gregoire released her proposed balanced
budget that closes an anticipated $2.6 billion deficit in the current 2009-11
biennium. Materials related to the budget, including the text of the
governor’s remarks, are available on her
website.
As she mentioned during her news conference, this is a budget that makes
some very difficult choices during nearly unprecedented economic challenges.
This budget will create significant hardships for thousands of families who
rely on public schools, health care programs and other critical services
provided by state government.

Governor Gregoire Announces 2010
Supplemental Budget Recommendation

Governor Gregoire today announced her recommendations for the state’s 2010
Supplemental Budget. The Governor’s recommendations make a number of
reductions and adjustments to address an additional state budget shortfall of
$2.6 billion for the 2009–11 biennium. The reductions and adjustments are
across state government. Today’s announcement serves as the Governor’s
official budget recommendation to the Legislature, which convenes on January
11, 2010 for its 60-day session.

Livestock Nutrient Management - Changes to Tax Exemptions
Remember to update
form by
January 1, 2010!
WSDF have been
getting calls at the office concerning the use of the updated
"Farmers Certificate for Wholesale Purchases and Sales Tax Exemptions".
WSDF did contact the Washington State Department of Revenue and got
confirmation this is the certificate for farmers to use. This form needs to
be filled out and provided to those you purchase feed, seed,
pharmaceuticals, farm fuel etc..
Farmers do NOT
need a "Resale Sellers permit";that is for some one actually purchasing
feed, seed etc. to resell, such as a farm store.

New Website Provides
Washington State Farmers with an Alternative for
Livestock Mortality Disposal
A new website
www.mortcompost.info is now available that provides information and
resources for farmers, county extension agents, university faculty, and the
general public about on-farm mortality composting. On-farm composting is
an environmentally and economically sound alternative to conventional methods of
carcass disposal. A full grown cow can be fully composted in 2 to 4 months
with minimal cost, labor, and equipment.
